Objectives of these Regulations

 

The objectives of these regulations are for port authorities

 

1) to have available the port infrastructure, equipment, systems and services in accordance with best international practices, standards and norms;

 

  2) to contribute to the national social and economic objectives and to promote the ports’ competitive strengths and the states’ trade

objectives in a global market;

 

3) to encourage harmonization of standards, codes and benchmarks

in the performance of port services in a global perspective and assuring the dispatch of ships matches the needs of users;

 

4) to pursue the Cooperation Council for the Arab States of the

Gulfs commitment to promote the United Nations Organisations’

(e.g. IMO and ILO) aims of implementing and executing a unified system of maritime security, safety, and environmental protection and to further pursue the goals of regional environment protection agencies, notably ROPME and PERSGA, having established regional conventions to prevent pollution of the concerned states’ land, air and marine environment;

 

5) to encourage private sector participation in the provision of port services with a view to ensure an economic use of resources and

to enhance fair competition;

 

6) to invite professional and technological input from the marine industries;

 

7) to establish close lines of information and to coordinate and cooperate with all surface transportation systems; and with Government organs;

 

8) to invest in the future by way of promoting national employment and the education and life-long learning of the ports’ human resources.
